You can mail, fax, or email your letter.  While some claim that mailing it is the best option, recent security procedures adopted by the Congressional mailroom in Washington, D.C. to protect against anthrax can delay the delivery of mail significantly.  You can write to the district office though. 

Irrespective of the method used, again, make sure that you include your mailing address.  Legislators typically reply by mail.
